What is the Annual Waste Summary?
- All registered Large Quantity Generators (LQG) must submit the Annual Waste Summary electronically using STEERS (30 Texas Administrative Code, 335.9)
- The report provides information on the amount of hazardous waste and Class 1 non-hazardous industrial waste a facility generated or managed in the reporting year (January 1 to December 31 of previous calendar year).
- TCEQ uses the information on the AWS to calculate a facility’s annual waste generation fee.
- AWS is not the same document as the P2 Annual Progress Report also required by the TCEQ pursuant to Title 30 of the Texas Administrative Code 335, Subpart Q.

Who is required to complete the Annual Waste Summary?
- Submitting the AWS is required for all registered generators of solid waste in Texas. If you were registered with the TCEQ in that year you must submit an AWS.
- You are required to register with the TCEQ as a generator of solid waste if you are Large Quantity Generators, whether industrial or nonindustrial, generating more than 2,200 pounds of hazardous waste in any calendar month must submit this report electronically through STEERS. Those generating less than 2,200 pounds of hazardous waste are encouraged, but not required, to use STEERS for these required reports
- You are required to register with the TCEQ as a generator of solid waste if you generate and manage less than 220 pounds of hazardous or Class 1 industrial waste or less than 2.2 lbs of acutely hazardous waste per month must submit an annual waste summary. Class 1 wastes that are recycled and universal wastes do not need to be reported on an annual waste summary. Recycled hazardous waste counts toward your generator status and must be reported, but may be exempt from waste generation fees by indicating a fee exemption code on the summary.
- If an unregistered/inactive industrial site generates less than 220 pounds of hazardous or Class 1 industrial waste, or less than 2.2 pounds of acutely hazardous waste, it does not have to notify or report to the TCEQ.
What types of wastes are required to be reported on the Annual Waste Summary?
- Hazardous waste
- Class 1 non-hazardous industrial solid waste, if not recycled.
- One-time shipments of hazardous waste.
- One-time shipments of Class 1 non-hazardous industrial solid waste, if not recycled.

What types of wastes are not reported on the Annual Waste Summary?

- Universal Waste
- Nonhazardous used oil that is recycled.
- Nonhazardous used oil filters that have been drained, contain no free liquids, and are recycled.
- Any nonhazardous waste generated by a non-industrial facility.
