What is a Phase I Environmental Site Assessment?
A Phase 1 Environmental Site Assessment is a scientific report following ASTM Standards that evaluates hidden environmental risks and liabilities about a property. It is often referred to as a Phase I ESA or Phase I Environmental Assessment, and can be part of the real estate due diligence process. To start, a Phase 1 ESA rigorously studies the historical and current land-uses of a property. Additionally, it documents the likelihood of contamination from that history.
It is an essential requirement in the purchase of industrial properties (also known as environmental due diligence). Phase I ESAs investigate for potential environmental risk of contamination on a property that would affect its value and its report will state if additional testing or investigation is required. If a site or property has a history of business operations by dry cleaners, a Phase II Environmental Site Assessment may most likely be required as a follow-up.
How Long Does It Take To Complete A Phase I ESA?

How Long Is A Phase I Environmental Site Assessment (ESA) Valid For?
A standard Phase I Environmental Site Assessment (ESA) is only good for 6 months. After 6 months, the Phase I ESA reports need to be thoroughly updated. A year after the initial report date, your Phase I ESA is no longer valid.

RSB Environmental is the national leader in Phase I Environmental Site Assessment by volume. Most reports are performed to meet the standards of ASTM E1527-13 (which replaced the former ASTM standard, E1527-05 on November 6th 2013). RSB Environmental often customizes phase 1 reports to meet individual client or agency lender’s (Fannie Mae, Freddie Mac) requirements while taking the widely varying geology and topography of Texas into consideration.
What is the Process of a Phase I Environmental Site Assessment (ESA)
We obtain Federal, State, County and Municipal regulated databases within 1 mile of your property. We survey the records and determine if your property, the neighboring property or a surrounding property is regulated or has a known or suspect release to the environment.
We search for environmentally sensitive businesses, such as dry-cleaners, plating facilities, and gas stations that at one time may have occupied your property or your neighbor’s property.
SANBORN FIRE INSURANCE MAPS:
Fire Insurance Maps are highly detailed drawings of urbanized areas and can include environmental data such as the occupant, location of underground storage tanks, presence of chemicals, and much more. We survey these maps if available in the property location to identify potential environmental concerns.
Aerial photographs are available for almost every year dating back to 1938 for most areas in the nation. Historic aerials can show the change of use of a property over time. For example, when a property changed from vacant to a residential or commercial use.
INTERVIEW AND DOCUMENT REVIEW:
We interview the past and current property owners, key site managers, occupants, and government officials to obtain information about the history of the property. In addition, we submit Freedom of Information Requests (FOIAs) to gather data on file with local, state and federal agencies. We use this information to scrutinize or clarify certain issues and elements with regard to the property.
An RSB Environmental Professional, trained in identifying any signs of environmental issues will be performing the walkthrough to your property.
RSB’s PHASE i ESA report is generated under the industry standard that is accepted by banks and the Small Business Administration (SBA). Most Phase 1 ESAs come back fine, while others will identify what are called Recognized Environmental Conditions (RECs) which may need further investigation. That deeper dive to understand the RECs is called a Phase 2 ESA.
